Edward Troup of HMRC has
just spoken at the Irish Tax Institute Global Tax Conference in Dublin.
Here are some of the key
messages he gave from the perspective of tax administration.
We are collecting the money
that pays for public services, and the wealth and welfare of our citizens.
We must respond to citizens
in order to maintain the license to operate. There has been a decline in
confidence.
The demands are not just to provide good service, but good outcomes.
We have opportunities with
respect to:
- Data
- Making tax digital
But we have internal risks around
resources, capacity and capability.
But we do have to regard
this as global issue. We shouldn’t just expect other countries to respond to
changing rules. There is a role for “us” in capacity building. That means all
of us have a role to play.
Stability, certainty and
getting the right amount of tax is hopefully what we are all working towards.
What can get in the way is
behavior of taxpayers and tax advisors.
MNEs have a responsibility
to think about tax in the same way they do everything else they do, in context
of corporate behavior.
Disputes will increase, and
dispute resolution will remain an important role.
The issues are global, and
the solution will come from partnership towards a common end.
The key challenge for HMRC
is meeting the demands of our customers. That means HM Treasury and taxpayers.
What we need to achieve, in
one word, is REPUTATION.
